Talk to them in their own language

Every sub-culture has its own language. I'd like to develop some thoughts in this regard, here. In particular, I'd like people to define terms, or slang, by creating new top-level comments to this topic.
Criticisms of a particular term should be added as replies below a top level comment. Later, we can alphabetise the entries in some sort of wiki-dictionary.
Herbert
Herbert, noun, singular. "her bert" neither syllable stressed. Plural Herbertz.
An agent of government, especially a law enforcement officer or low level bureau-rat likely to interact with the public.
(Derivation: Star Trek episode "The Way to Eden."
